The purpose of the retention basin is to collect "non-point-source discharge" (the run-off from the lots in Kuau Bayview) so that the sediment can settle out instead of going directly into the ocean. This requirement for all new developments stems from the 1948 Clean Water Act as amended in 1972.
In 2005 the basin was bulldozed for $9000 and then has been mowed every 3 months by The Green Team for $450 each time. After all this money, the basin looks almost identical to how it looked in 2004. Most of these photos were taken in 2004. The Association owns real property title to this land - Retention Basin Deed.
